This paper presents a simulation process of a new design of a so called the Left Handed Material LHM. Procedures of extraction of effective electromagnetic parameters like electric permittivity eff, magnetic permeability eff and index of refraction neff of the LMH are explained. It s shown that structure displays a negative neff as well as negative eff and eff around the resonant frequency. The new design has been considered a circle– square SRR [(c- sq) SRR] rested on the front face of the insulation insulator substrate and with a rod on the back face of the dielectric substrate. CST program is used to pattern the LHM structure to calculate the S- parameters from which the eff, eff and neff can be extracted.
